Approached by both elite and non-elite members of society, muft-s were quite accessible scholars. This extreme inequality allowed elites to use their power to influence the development of both economic and political institutions. Instead, it was based on the principle of participation via clientelist networks dominated by local elites. The use of roof drains in elite and civic-ceremonial architecture was ubiquitous, as they have been found all over the site. Not only is much of its aid tied, it also helps to underpin the political economies of narrow state elites. For those who structure their values in a way that echoes that of political elites, values can have direct application to political choices. Dramatically increasing repression in this way reflected the monarchy's determination to have provincial elites uphold royal authority. This powerf ul "elite" prevents the emergence of alternative views by producing a "migrating tribe" of acolytes, "a closed epistemological circle" (p. 70). In short, both values and situation matter for policy preferences among scientific elites, when considering technical policy areas. That is, barriers to trade are used to protect powerful interest groups, which, in turn, provide political support for the ruling elite. However, the private elite school attended by the rich, able types grows relative to the public system. As research shows here and elsewhere, children of the elite - envisaged by colonial authorities as future leaders of ' friendly ' (ex) colonies - often resisted attending school.
