The measures adopted to increase palmoil production for export were not limited solely to the palmoil industry. To make matters worse, it competed with palmoil for existing supplies of labour. These twin constraints seriously limited war-time efforts to maximize palmoil production for export and, in retrospect, failure was inevitable. In an effort to encourage the export of better quality palmoil new classifications were added in 1946 (grade 1 oil) and 1950 (special grade). Rather, a labour shortage was holding back further expansion of the rubber, palmoil and timber export industries. While it urged the maximization of palmoil exports, the colonial government gave little encouragement to the production of by-products of palm oil for export. Attempts to establish oil palm plantations to facilitate changes in the nature of palmoil production, particularly for export, were unsuccessful. Despite reports of protest and one violent confrontation, enforced harvesting of palmoil and palm kernel continued throughout the war. However, they were split over the issue of further increases to the existing prices for palmoil and palm kernels. Palmoil markets, on the other hand, did not expand. Consequently, the anticipated expansion in palmoil exports failed to materialize and the future competitiveness of the industry remained in doubt. As a result, the incomes of cocoa and groundnut producers remained relatively high in the 1920s compared to palmoil producers.
