The picture of political process that springs from the idea of expressive voting is very different from that associated with more orthodox rationalactor models. At a more micro level of analysis, rationalactor approaches ground the analysis in the motivations facing state actors at the central and local level. According to the rationalactor model in economics, people are solely motivated by self-interest. Rationalactor political theory often assumes representation in order to focus on problems of a principal-agent kind, but offers only relatively weak arguments for representation. The causal argument linking liberalisation with decentralisation may depend either on an ideational explanation of change or on a rationalactor-based explanation. The factors which can link the rationalactor model analyses and the domestic politic factors are public opinion and the media which influence it. What is important, on the rationalactor account, is that politicians face incentives to obtain appropriate advice, and to act appropriately on that advice. The orthodox rationalactor theoretic response to this intuitive claim would be in three parts. But while these methodological strictures might be appropriate within some branches of rational actor theory, they seem wholly inappropriate in any reconciliation project. Even if the rationalactor is cheated in later rounds, he/she has still done better than if he/she had never cooperated. Because individuals do not behave according to the rationalactor model, however, any notion that they 'deserve ' the pension outcome they receive is weakened. That assumption can, and in our view should, be relaxed while staying within the general rationalactor tradition. The (methodological) claim that structural explanations are more efficient is compatible with the (ontological) claim that the causal claims that are used in them often ' 'presuppose' ' a rationalactor story. Other scholars prefer to stick to the rationalactor paradigm, and argue that pragmatic muddling through is what is needed to move from economic insights to the world. A well-established critique of the rationalactor model is that constraints of time, imperfect knowledge and imperfect ability bound rationality and thus the ability to choose.
