Perhaps they are born with a natural proclivity to gerrymandered concepts, in the sense that they take explanations in terms of them to be simple and satisfactory. If districts are drawn with an absolute and rigid requirement of population equality, then other redistricting criteria must be ignored and opportunities to gerrymander district boundaries increase.
