One way to look at these issues is to explore how redevelopment plans were received locally, by residents and by contemporary reviewers. These urban redevelopment measures caused the city to spread into surrounding areas. This did not preclude new buildings and widespread redevelopment. The city was surveyed and maps drawn to serve as basic documents for redevelopment. The area emphasized by the dark line at the far left was part of the site being considered for redevelopment. The emphasis on redevelopment is shown in the relative concentration of activity in the peak period. So the autonomy interest may count against the use of the eminent domain power to foster redevelopment programs in this way as well. It did recommend 'comprehensive redevelopment of the whole area on a long-term basis', however. The project brief was to provide mechanical and electrical support for an office redevelopment. It would have been the seed for the future and long-term redevelopment of the gardens. By contrast, this was the point at which clearance was most concentrated in these cities, as government sought to concentrate attention on redevelopment. This emphasized the need for slum clearance and redevelopment, and profoundly affected the city in the 1960s. From that it grew to a far bigger role embracing commercial urban redevelopment and suburban speculative housing. This partly reflects factors such as housing redevelopment and external migration, and the impact of these on personal networks. Redevelopment of sites for offices created taller and thicker buildings. Two examples of how the imagery of post-war redevelopment plans might be interpreted as examples of place promotion are explored. A brochure was to be printed and a major exhibition held, on the subject of a broadly-based plan for post-war redevelopment. It was felt only practicable to provide this in a built-up area through a long-term planning policy including considerable redevelopment. It raised the cost of acquiring property for redevelopment, but this was tempered by the compensation terms. These could be undertaken in designated redevelopment areas or on vacant tracts of land. It established an urgent demand for redevelopment and a consequent relaxation of the restrictive practices of the craft guilds. None the less, both cities followed extensive programmes of urban redevelopment beginning in the 1960s which led to a population decline. Further publicity in the form of the opening of an exhibition gave local redevelopment proposals even more coverage. Nor is their marketshaped class homogeneity a novel feature of city growth and redevelopment. By contrast, there is nothing in particular that gives a private developer a particular claim to the land she is likely to receive under an urban redevelopment plan.
