Relationships that transcend state boundaries and involve non-state actors are downplayed if not ignored. Governance is carried out by many economic and political actors at a variety of levels, encompassing national government, regional institutions, and networks of non-state actors. In this study, venues also include non-state governance arenas such as the marketplace, which are increasingly becoming sites of policy conflict and negotiation.
