The available evidence indicates that semi-presidential regimes tend to display a higher incidence of non-partisan ministers than do systems with parliament-selected presidents. That is to say, semi-presidential regimes have a statistically significantly higher incidence of non-partisan cabinet members than systems with a parliament-selected president.
