If a stable steady state exists, the growth rate increases if the inflationtarget is higher or if the fiscal deficit is lower. The fact that this represents a price level target and not an inflationtarget explains why the target is not set in symmetrical terms. Thus, a zero inflationtarget by itself allows the price level to drift. Under inflation targeting, this is not possible for an uninformed central bank, as its announced inflationtarget must equal inflation on average. In particular, we are interested in studying how the stability of inflationtarget policies is affected by such a fiscal constraint parameter. The shape of the welfare function is very important for policy purposes, particularly for a country considering a low inflationtarget. What should inflationtarget policy be when deviations from target are not innovations? The second is the more or less explicit implementation of an inflationtarget rule.
