There is considerable evidence that the euroarea has landed in a rigidity trap. The available data series covers ten of twelve euroarea countries from the first quarter of 1995 to the fourth quarter of 2002, and provides partial data thereafter. Euroarea inflation started in 1999 below 2 per cent a year but rose to a level above the band by the end of 2001. Instead, a ' rigidity trap' has developed in the euroarea, consisting of relatively tight monetary policy, forced fiscal consolidation, and a risk of deflation in some economies.
