If this is so, then we should be able to detect differences in ethnicconflict levels and intensity that vary with changes in colonial powers. Most observers concur that for these political leaders, the fear of ethnicconflict has been used as an excuse to avoid sharing power. However, this is an important factor which has not been adequately considered, particularly in relation to the mediation of ethnicconflict.
