The denominators of (17) and (18) are essentially the same (although the elasticities may differ in the optimal solution if these are non-constant across regions). Uniform premiums are not able to accommodate these individual differences in price elasticities, probabilities, and parameters from other insurance contracts. Table 1 illustrates how time elasticities can be used to define geographic hospital markets in merger cases.
