The biggest losers comprised the large number of workers, who were retrenched in the early stages of the divestiture. In 1996 a policy of ' outsourcing ' divestitures to private firms became operational. These outstanding transactions include divestitures which go as far back as 1990. As already noted, local investors participated in about 169 of the 212 divestitures as at end of 1999. The divestiture process cleaved apart the two markets - local and longdistance - in an attempt to foster competition at the two levels of service. This volume adds to the extensive literature analysing the policy issues regarding the implementation of divestiture across different countries. For instance, most of the initial divestiture transactions were never publicised. Contributing to this relative success is also the inter-linkage of the divestiture programme with other economic reforms : macroeconomic stabilisation, trade liberalisation, deregulation, and domestic and foreign investment drive. Banks become unwilling to offer credits to such firms, workers become insecure and demotivated, and normal business is disrupted, since implementation of corporate plans becomes uncertain and conditional upon divestiture. The costs of the divestiture process have also increased as a result of an outsourcing programme embarked upon in 1996, in an attempt to accelerate the divestiture programme.
