Where the effort to create constitutional monarchy proved fleeting, the move to a ministerial system has endured. At issue here is whether constitutional arguments represented a real constraint or, instead, a legitimating device used by opponents. French constitutional development provides an instructive case from which to derive some lessons concerning the presidential impact on cabinet selection.
