In order to determine how development affects climatesensitivity, one must first establish a measure of development. This paper develops a theoretical model to examine how development might affect the climatesensitivity of agriculture. The paper begins by developing a theoretical model of agriculture to understand how development could affect climatesensitivity. One set of response functions has a high and the other set a low climatesensitivity. In fact, a formal theory explaining why climatesensitivity would fall as the level of development rises has not yet been developed. Even if new technology has not historically tried to move crops into new climate zones, technology could affect climatesensitivity by changing the production function. Not only will this have direct benefits to current farmers, but also it will likely reduce their climatesensitivity. The relationship between development and climatesensitivity depends upon whether new technology encourages capital to be a complement or a substitute for climate.
