Community poverty is based upon the percentage of people in the censustract of residence (1980 census data) who had incomes below the poverty level. Names of the censustract are fictitious. Such cohesive community of friends and acquaintances sometimes exist, but they are tangential to the present argument, and they cannot be measured with censustract data. The area was chosen based on censustract data showing approximately equal percentages of black and white children with the least degree of income and occupational disparity between the groups. In terms of neighborhood assessments, one way to facilitate this is to balance censustract data with other methods of systematic observation of evaluating neighborhood conditions.
