Therefore, instead of focusing on stabilization, we look at the effects of reductions from a 'business as usual' baseline level of carbonemissions. In the base case, carbonemissions in year 2032 are 2.16 billion tons. The results show that a carbon tax would have limited effectiveness in controlling carbonemissions. We examine the impact of a carbon tax on carbonemissions and growth in the economy. In particular, the resulting model provides a framework to examine the interaction between global trends in economic development, population growth, and carbonemissions. In the following analysis, we wish to explore a number of alternatives that could potentially replace even more carbonemissions. In the absence of an agreement to reduce carbonemissions, these scenarios (which do not incorporate carbon taxes) suggest a large increase in emissions. In the next three decades, technological options will play an important role in reducing carbonemissions. One novel feature of our analysis is that we explore the possibility of integrating world energy prices into our carbonemissions model. Ideally the change in carbonemissions should be studied by specifying energy intensity in terms of primary energy. We predict rapid increases in global carbonemissions for the foreseeable future. In this paper, we calculate the amount of carbonemissions rural households are currently mitigating by burning crop residues rather than coal. So mitigation of the effects on climate of carbonemissions depends on the quality of the predictions made by the general circulation models. The distribution of per capita carbonemissions between regions is highly skewed. Reliable baseline forecasts of carbonemissions are critical to the formation of sound global policy with respect to greenhouse emissions. With a high carbon tax, the reduction in carbonemissions is larger but at a higher cost. Finally, while higher oil prices tend to reduce carbonemissions, this relationship is only statistically significant in our levels model, not the logarithmic model. In addition, it includes an environmental module which provides information on changes in carbonemissions as economic activities change. Investing in carbon-abating technology can increase carbon savings significantly; the limitation is that, as investment increases, its efficiency in reducing carbonemissions declines. A declining rate of growth in carbon intensity of fossil fuels is not sufficient to reduce or stabilize the growth in carbonemissions. Most of them have burdensome incremental costs derived from carbonemissions reductions. This should not be interpreted as evidence that increased within-country energy prices would have little impact on carbonemissions. This is even more true for carbonemissions in the levels model due to the much higher turning point. More fundamentally, however, note that the pace of global carbonemissions is predicted to be rapid whichever functional form proves to be more reliable. We conduct simulations in which carbonemissions are reduced by 5, 10, and 15 per cent from our baseline. One is that coal consumption in these reforming economies would fall, lowering global carbonemissions. The increasing rate of growth of carbon energy and of carbon energy intensity indicates that carbonemissions will continue to grow. We also run alternative carbon reduction scenarios of reducing 2010 total carbonemissions to 95 per cent and 80 per cent of that in 2000. The money from this tax will be transferred to businesses to help implement new technologies to reduce their carbonemissions. Where environmental problems can be externalized, as with solid wastes and carbonemissions, there are few incentives to incur the substantial abatement costs associated with reduced emission and wastes. To do this we use the model to calculate a carbon tax rate that will hold carbonemissions to a given percentage of the baseline level. Particularly, carbonemissions vary substantially. Annual growth rates are calculated for each of the contributing factors, and the sum of the percentage changes for these factors explains the total change in carbonemissions. A second climate change issue is the effective design of a tradable emission permit system to increase the flexibility of finding low-cost carbonemissions around the globe. However, the magnitude of this effect was small, so that even fairly rapid global oil price increases would not be expected to slow substantially the pace of global carbonemissions. We need to invest heavily in our infrastructure, work towards liberalising the market and reduce our carbonemissions.
