Questions of natality and birthrate had been at the top of the national agenda from the end of the nineteenth century. It was not modified by differences in the birthrate. If this is a correct interpretation, how has it affected the policy-making process with regard to the falling birthrate? If resources and standards of living were commensurate, there would be no need to reduce birthrates or arrest population growth. Yet the country stands at a crossroads, for the falling birthrate means it faces an unprecedented situation in the ratio of old to young. Security in old age without needing to have a large family has itself been an important factor in the reduction of birthrates in these countries. Secondly, we shall allow a more general birthrate function and a more general deathrate for the matures. The rates of allowance and the period for payments were left unchanged through the 1990s, despite growing public concern about the falling birthrate. At least theoretically, those two problems can be solved without the raising birthrate, and business leaders often prefer such solutions. The falling birthrate may not be stopped by any policy, and it may be useless to discuss the effectiveness of the policies as countermeasures. Nevertheless, we must be aware that the child-related policies mentioned above should contribute to the welfare of children and their families, whether they prevent the falling birthrate or not. It has often been argued that greater work-force participation by married women should serve to reduce the birthrate simply by making it too inconvenient and time-consuming to have numerous children.
