an official in American football who stands at the side of the field at the line of scrimmage(= the line on which the ball is positioned at the beginning of each piece of action), and whose job includes keeping track of how far the ball has been moved by the offence:
The down judge said that the player ran out of bounds short of the line needed for the first down.
The down judge called for the chains to measure where to spot the ball.
The down judge called a penalty on the offence because a player had moved prematurely before the ball was snapped.
