Why coal, like food, should have been underpriced in poorer countries and overpriced in coal-importing richer countries, and why those policies are now beginning to be reformed, are important questions. What is clear, though, is that in the past coal has been grossly underpriced there, which helps explain the relatively high consumption levels in some of those countries. That is, government liabilities are underpriced, compared to the budget surplus schedule at a given price level, which makes households obtain more government liabilities by giving up consumption of goods.
