One of the reasons why small state theory has fallen into neglect is that all states are small to the superpowers. External support, especially from the superpowers, was needed to lessen this isolation, and the policy of non-identification was designed to maximize external support. This pattern of militarization must be viewed as a manifestation of the wider interstate relations and competition between the superpowers.
