This is caused by a problem with your heart's sinus node, its natural pacemaker. In people with intrinsic sinus node disease, the heart rate can be inappropriately low both at rest and during exertion. In a normal heart, contraction begins with an electrical signal from a structure called the sinus node. In a condition known as sinus node dysfunction, an abnormality of this electrical charge causes a very slow heart rate.
