Nothing less than a comprehensive scheme for imperial defence was required and would have to be paid for, infuriating the settlers still further. In the existing orthodoxy, settler farming developed along a gradual, cataclysm-free road to capitalist agriculture. But chemical fertilizers were hardly used by the settlers.
