In three sectors the type of quango used most often did not change. In the field of justice the number of quangos is higher, but they are under a stricter regime. Again, policymakers with a managerial and professional style will grant quangos more autonomy than traditional and bureaucratic policymakers. While quangos are not new to western states, their number increased rapidly as a result of public sector reforms. Policymakers with this style expect quangos to be more efficient at policy implementation than traditional government organisations, regardless of the task in question. The number of quangos will be high, with many degrees of freedom. First, the frequency of decisions to establish quangos or charge them with tasks is different for each style.
