Thus, only older individuals with an additional source of income will be able to attain a standard of living above the povertyline. It is such that individuals dependent entirely on these benefits will remain below the povertyline. Firstly, the amount of income a household would receive from government taxes and transfers if it was around the povertyline was set to zero. To protect the elderly from living below the povertyline, a complementary public assistance scheme was introduced. There was also a rise in the fraction of households below the povertyline, if poverty is defined in terms of relative incomes.
