As the executive tried to buy support in congress and the politicians tried to buy a new electorate, populism was reborn and corruption spread unimpeded. Not very surprisingly, perhaps, the means by which this revival of populism is to be effected remain somewhat unclear. There are, however, two reasons why populism is such a problematic concept. Both plans may have represented a welcome break with the previous culture of inflation, but they also contained a significant element of economic populism.
