From the perspective of the colonial government, the parastatal organizations were convenient arenas for managing the local elite. In water delivery, the parastatal institutions emphasize the importance of local knowledge, networking, and embedding irrigation staff in local communities. They received technical support from a parastatal infrastructure that expanded along with the rise in the country's national wealth. In addition, the party leadership wields enormous patronage through, for example, appointments in the public, parastatal and even (indirectly) the private sectors. A massive parastatal system for marketing produce was used to maintain high producer prices, with the cost passed onto consumers. Changing the parastatal mode to a bureaucratic mode would simply require a complete overhaul of the government's agricultural bureaucracy.
