the practice of not sending refugees or asylum seekers(= people trying to escape war, danger, threats, etc. in their own country) back to their country or to another country where they are likely to suffer bad treatment:
The principle of non-refoulement is that a refugee must not be repatriated when there is likely danger of persecution.
The article argues that non-refoulement forms a part of customary international law.
The core obligation is that of non-refoulement, that is, not sending someone back into a situation of possible persecution.
