The notes on the leger lines in the bass clef can be above or below the stave. If you kept only the treble clef, you'd have a lot of lines that you weren't using at all, and would have to add a lot of low ledger line notes. Leger lines can extend the stave indefinitely. The notes hover between the stave's top two lines and ledger lines, indicating the soprano’s typical range. Extensions of staves could be accomplished through the use of ledger lines.
