To this end, there has been more emphasis on open care, particularly home nursing, homehelp services and care allowances for family carers. Thus, elderly people who lived alone were five times more likely to receive homehelp support than those who were married. Out of 92 people who were referred to social services for a homehelp, 67 did not pursue t he matter. This is especially true if the decline in homehelp is taken into account, since it too is an indirect support for carers. When budget problems arose, the government placed more emphasis on reducing costs through increased use of homehelp. Even after needsrelated factors were controlled, the probability of receiving homehelp was substantially lower in 2002/03 than in 1988/89. The range of services was also widened, and homehelp could now be combined with transport services, meals-on-wheels, day-care and chiropody services. Later the charge for the homehelp was modified. By 2001, 18 per cent of those aged 80 or more years received homehelp and 20 per cent were institutionalised. Local studies, of older people who have been followed over time as the provision of homehelp has changed, support these conclusions. Thus, they observed that older people who lived alone were five times more likely to receive homehelp support than those who are married. The comments made about the homehelp service were negative or, at best, neutral. The centres also offer homehelp services with older people contributing to the development of care at home. Only people with severe disabilities, low incomes and with no direct family caregivers, may receive homehelp.
