Despite the recent ascendancy of freemarket economics, however, the case for state intervention has strengthened not weakened. The late 1970s and early 1980s saw the ascendency of freemarket economics. If its policies are unorthodox (not freemarket) it will not be supported in times of trouble. Their model, however, does not capture the profit-seeking behavior of firms operating under freemarket conditions. But they are too willing to conclude, despite contradictory evidence, that freemarket environmentalism is always the right approach, as shown by their pollution chapter. It is only by applying the obsolete code of scientific voluntarism to a freemarket situation that the scientific community persuades itself otherwise. They were authorised to invest 30 per cent of their capital in the freemarket and the remainder in state bonds. However, the high social costs of market reform have failed to convince freemarket advocates that there is still a role for the state. In theory, a freemarket would cope with this by raising prices to a point where demand diminished to match supply. Currently, technological developments, driven by a liberal, freemarket ideology, work together to create a global economic culture. This situation lasted until the collapse of the populist state and the adoption of freemarket policies virtually eliminated state corporatism. While this situation favored the interests of a freemarket, it risked allowing low-quality or even dangerous sera to enter the market. Structural adjustment initially brings with it more pain than gain and it is during this initial period that freemarket policies are most at risk.
