However, when the benefits from infrastructure, irrigation, and watermanagement are also included, the result somewhat changes. Provincial involvement came down to granting permission for large-scale watermanagement works and formulating rules for the reduction of negative side effects for third parties. In our field work and during the survey we spent considerable time discussing with officials about the way they pushed watermanagement reforms. Additionally, 4,808 hectares had terraces, 5,019 hectares had measures that help control water erosion, and 946 hectares had improved watermanagement (reservoirs and irrigation systems). These case studies provide illustrations of some of the most important problems associated with watermanagement and regulation. First, we track the evolution of watermanagement reform and seek to identify the incentives mechanisms that encourage water managers to use water more efficiently. Often this led to unproductive debates over science rather than discussions of watermanagement issues. If the incomes from their watermanagement duties are not connected to water savings, they are said to be without incentives. Our research results also demonstrate that watermanagement reform has no statistically significant impact on farmer incomes (tables 8 and 9). They did, though, envisage physically different canals, and correspondingly proposed systematically different methods of watermanagement. Their technical field knowledge was considered indispensable for effective watermanagement. It then builds on from management options, economic analysis, diagnosis and design, to a thorough description of agronomic, forestry and agroforestry technologies and watermanagement. In this section, we examine how watermanagement reform affects agricultural production. The focus of watermanagement increasingly turned from large-scale engineering projects to a focus on economic efficiency and environmental concerns. Variation in water current (from 0 to 0.4 m/s) is observed as a consequence of local watermanagement for irrigation. The purpose of this paper is to review the applications of non-cooperative bargaining theory to watermanagement problems. We abstract away from the watermanagement problem itself. Descriptive statistics from our data show that watermanagement reform negatively influences agricultural production (table 6, rows 1-3). These examples are from corpora and from sources on the web.
