For providing unemploymentbenefits, personal presence is desirable in order to control behaviour and ensure that the applicant is actively seeking work. In connection with the budget for 1996, a follow-up on the labor market reform was passed that implied a significant retrenchment of unemploymentbenefits. The other central independent variable, access to unemploymentbenefits, does not suffer these problems. Likewise, migrant households are disadvantaged in the case of unemploymentbenefits. The mechanism driving these results is the economic policy of the government and the way taxes are raised to finance unemploymentbenefits. In a recession, low tax revenues and high government spending, for example, on unemployment benefits increase the deficit, which will in turn stabilize output. In fact, the after-tax income provided by cash unemploymentbenefits was only slightly more than the social allowance norm. The same procedure was followed for the social welfare data on unemploymentbenefits, old-age pensions, gender and general characteristics. This was certainly not because unemploymentbenefits were at all generous but rather because many in work were on short-time, resulting in very low pay.
