In ranking (i) > (ii) > (iii) > (iv), the numbers skeptic rejects inequality that results from distributing the benefit in multiple increments. On the other were the skeptics who sometimes openly disparaged science and at other times more cautiously expressed reservations about the scientific enterprise. So the numbers skeptic could avoid a preference for (i) over (ii) simply by denying the moral relevance of benefit size. Rather, skeptics believe policymakers establish their policy positions on other grounds and evoke analogies for the purposes of persuasion and post hoc justification. Legal skeptics maintain, however, that the existence of legal systems and their contents cannot be known by human beings. This paper does not attempt to address a skeptic who maintains that there are no true propositions about value. It was only as a thorough skeptic that one could easily dispense with the old when a better alternative presented itself. Indeed, this appears to be a more plausible basis for a numbers skeptic to rank (ii) > (iii) > (iv). In a scientific community of skeptics or pluralists, on the other hand, the net result is just the same. In this respect, guidelines that retain flexibility will likely garner more public support from skeptics than inflexible protocols. A skeptic could ask whether there is anything in the social world anchoring the "reasonably well-ordered" end of the continuum. All the alleged demonstrations of the phenomenon have been followed by devastating criticism from skeptics. On the other hand, there is no need to hypothesize explicitly that "believers" must not outnumber "skeptics" in preparadigmatic science. At first, it might appear that by rejecting the relevance of benefit size, the numbers skeptic can avoid the charge of intransitivity. And to further upset the apple cart, sceptic/skeptic as an adjective also appears to be making a few inroads here and there. The method proposed here structures discretion over priority-setting in a way that openly balances the enthusiasm of advocates against the caution of skeptics.
