The fishery has been sampled continuously since 1970, using gill nets, seine nets, traps and electric fishing as appropriate to season and conditions. These other gear types include various types of purse seine and gill net gear. The profit margins for purse seines, single-day trawlers and gillnets were relatively less to begin with. But, the huge investment requirement of ring seine units led to the emergence of a new ownership pattern, namely, the 'share system' of ownership. Fishes were collected with a small seine net (7.70 m x 1.14 m; 300 m mesh size) operated by two people. Fishes sampled with seine nets were not counted in the field, for practical reasons. The first group consists of gill-nets, fish traps, push nets, and small seine nets. Traditionally, purse seine vessels operate on darker phases of the moon, although there is also an active day fishery. The restrictions on future expansion of purse seines and deep trawlers helped restore the stocks particularly of demersal species. This paved the way for rifts within kadakkodis, where some members were for, whilst others were against, ring seine technology. The main purpose of establishing the societies was to finance the share system of ownership of ring seine units. The level of purse seines effort slightly increased initially, but by the year 2012 reached the 1998 level. Rafts were encircled with a 7-m x 3.5-m (mesh 0.5 cm) seine net. Nonetheless, the success stories of ring seines from nearby villages tempted some to join the bandwagon. The 49 randomly selected respondents represented 16.3 per cent of the total population of 300 mini purse seine vessels. The mini purse seine vessels average about 21 days per trip, although considerable range is found, from a low of around five days to a high of about 45 days. The longline and mini and medium-scale purse seine fleets display considerable excess capacity, especially when the capacity output includes the effects of technical inefficiency (table 2). Unimpeded construction of purse seine vessels, backed by publicly provided credit, and conversion from trawlers to the purse seine gear helped counter capacity reduction from the trawl ban. The purse seine and longline gear do not harvest shrimp, which are largely found in nearshore beds and are primarily accessible only to the artisanal sector. For instance, in the simulated access restriction scenario, efforts of deep trawlers and purse seines were held at their 1998 levels, at which they made substantial profits.
