In sum, for this fishery, the issue of technical efficiency does not appear to pose a threat to sustainable resourceexploitation and hence sustainable development. In order to be of value, the concept of alliance networks needs to be loosened from communication theory and resourceexploitation and, in my opinion, re-embedded in social practice. People living near the conservation area therefore prefer to have guaranteed but unsustainable access to the resource, rather than foregoing resourceexploitation for compensation that may never arrive. It is unlikely that a switch to (more) unsustainable resource use would not be accompanied by higher resourceexploitation, but its possibility cannot be ruled out either.
