The third limitation is that this agenda is not particularly concerned with regulatorycompetition. It is viewed as diversity and evidence of continued regulatorycompetition. Fourthly, actor-based models of international regulatorycompetition (no matter how sophisticated they may be in terms of micro-foundations) cannot afford to neglect institutions. Further, regulatorycompetition provides the economic underpinning of subsidiarity in a multi-layer structure of government. What happens if the sequence is changed and minimum harmonization precedes regulatorycompetition? The co-operation of the 1990s has failed to stop regulatorycompetition. It should also look into the issue whether regulatorycompetition is really a race and if so what do we mean by that. Empirically, regulatorycompetition is related to regulatory cooperation in two ways. The political economy literature on regulatorycompetition and its effects in environmental and consumer policy is dominated by two opposing schools of thought. For example, regulatorycompetition is only effective among market economies. The mechanism of regulatorycompetition has thus stronger effects in countries whose economies are highly economically integrated and weaker effects in less integrated countries. As mentioned, one thing is to show the limitations of the race-to-the-bottom, another is to argue that regulatorycompetition is efficient. Finally, the conjectures developed in this article depend on the theoretical assumptions that both regulatorycompetition and regulatory cooperation lead to the convergence of policies. First, regulatorycompetition among countries presupposes economic competition among them, that is, the existence of a common market or a free trade regime. Thus, the independent variables are economic integration for the regulatorycompetition hypotheses, and institutional integration for the regulatory cooperation hypotheses. The world is not an arena where we can measure the impact of unfettered regulatorycompetition. Thus, in the cases where regulatory cooperation becomes effective after regulatorycompetition, we assume increased but not yet full convergence. In this way, regulatorycompetition is seen to be a natural process driven by market actors. The rigid mechanisms of games played by governments do not give much room to societal responses to international regulatorycompetition. These examples are from corpora and from sources on the web.
