A characteristic of these hybrid arrangements is that they produce unorthodox collaborative arrangements that involve a degree of power-sharing, pooling of information, and new learning and socialisation procedures. In addition to the need for third-party guarantees, such power-sharing transitional governments need to be constructed in ways that can support democratic reforms even at local levels. A particularly intractable problem is that courts, by their very nature, lack the institutional capacity to oversee the implementation of power-sharing in spirit as well in letter. We speculate that this can be accomplished with the help of formal institutional tools such as power-sharing arrangements or in informal ways through consultation and public discussions. The administration was willing to risk national old-age insurance being declared unconstitutional, which it was unwilling to do for unemployment compensation, a power-sharing program with higher political priority. Such a finding suggests that while proportional systems may foster positive attitudes and behaviour, the formation of broad based power-sharing agreements could partly offset these advantages.
