The baseline study reached 92% and the postintervention study was 80% of the pharmacies in the original sample. On the other hand, all production and sale outside of pharmacies was prohibited. The aim of the study is to assess whether government intervention in a low-income country in the form of regulation of private pharmacies impacts on their quality of services. All pharmacies except two belonged to class 3, the lowest class of licensed pharmacies, where the licensee does not have to be a pharmacist or an assistant pharmacist. Personal visits to network pharmacies prior to the commencement of projects and regular telephone contact enabled network members to be kept up to date with developments. First, in keeping with the tradition of inspecting pharmacies, there was a pharmaceutical inspection of the hygienic conditions of production and inspection of the purity of the serum. The main reason for lack of complete data is that many pharmacies periodically purge their electronic patient records of prescriptions inactive for 2 years or more. The second tier of the pharmacy's definition is that of the knowledge of drugs, or in other words, the study of pharmaceutics or of materia medica.
