A massive parastatal system for marketing produce was used to maintain high producer prices, with the cost passed onto consumers. Changing the parastatal mode to a bureaucratic mode would simply require a complete overhaul of the government's agricultural bureaucracy. The potential conflict between control and autonomy is the tension inherent in the parastatal design. Here are rays of hope that should encourage all who are trying to improve performance in the public, parastatal, and private sectors. It is, however, generally agreed that by the late 1980s the parastatal system was unsustainable, as it was becoming increasingly inefficient and ineffective, and imposed growing fiscal demands on government. In the post-independence period most governments have tried to break this monopoly, through industrial and trade policies designed to support the development of indigenously owned enterprises, either parastatal or private. Priority will be given to the needs of the private sector and parastatal bodies, whose activities are seriously con-strained through lack of foreign exchange.
