With steadily increasing demand for palmoil, the authors suggest that a major opportunity exists for environmentally and socially sustainable expansion of smallholder production. While it urged the maximization of palmoil exports, the colonial government gave little encouragement to the production of by-products of palm oil for export. Attempts to establish oil palm plantations to facilitate changes in the nature of palmoil production, particularly for export, were unsuccessful. Despite reports of protest and one violent confrontation, enforced harvesting of palmoil and palm kernel continued throughout the war. However, they were split over the issue of further increases to the existing prices for palmoil and palm kernels. Palmoil markets, on the other hand, did not expand. Consequently, the anticipated expansion in palmoil exports failed to materialize and the future competitiveness of the industry remained in doubt. As a result, the incomes of cocoa and groundnut producers remained relatively high in the 1920s compared to palmoil producers. It included prominent urban politicians and state ministers who owned large tracts of land on which they produced cocoa, coffee and palmoil. The government also imposed prohibitions on the internal trade commodities it deemed to be more lucrative than palmoil. However, despite the substantial hike in prices, palmoil exports surpassed the peak figure for the 1930s (163,375 tons in 1936-7) in only 1949. But by the 1945-6 season the price of palmoil had risen to £13.1s.6d per ton. Officials from the eastern provinces were not alone in their opposition to the use of compulsion in the production of palmoil. A case study of the supply chain of palmoil is presented. The impact differed from region to region, with those relying more heavily on palmoil suffering more than predominantly kernel producers. The author found a lot of variation in the figures for the prices paid to palmoil producers and the tonnage of oil produced. During most of the 1970s and 1980s, it was the world's largest producer and exporter of tin, tropical timber, natural rubber, and palmoil. Gloomy forecasts were made about the future of the palmoil industry, particularly, the possibility of its eventual demise. During this same period, 1,243 tons of palmoil were railed from the western to the northern provinces. For producers who depended upon palmoil exports for their livelihood therefore, the government's pricing policy caused serious hardship. This account, however, does not relate directly to the much more important trade in palmoil, which clearly was not suffering any similar official discouragement at this time. During the early post-war years the colonial government's price and quality control policy in the palmoil industry also underwent significant changes.
