While capital's lot is considerably better than that of organizedlabor, many states have granted unions important policy concessions in return for their political support. Both governments worked diligently to co-opt organizedlabor following independence. Collective witnessing and organizedlabor controlled the reproduction of phenomena lest they lead to dogmatism and illusion. Over the next fifteen years, organizedlabor did not singlehandedly keep the employer mandate afloat. Many of the leaders of organizedlabor cleaved to a view of labor-management relations that had become institutionalized in the 1950s. This bill may benefit organizedlabor, or it may be like many other laws now on the statute books - a dead letter. In 1978, organizedlabor formally abandoned its longstanding commitment to public-sector solutions to achieve universal health care. This did not, however, mean that they opposed the promotion of organizedlabor. In many respects, this about-face on the part of organizedlabor is neither remarkable nor puzzling. While organizedlabor remained rhetorically supportive of national health insurance, it began to put more of its energy into developing emergency 18. Isolated from organizedlabor, feebly represented by their association, and continuously defied by a stringent colonial government, the civil servants' conditions worsened. Employers demanded swift and decisive action against organizedlabor. He thought wage-and-hour provisions should promote cooperative strategies with organizedlabor. The great victory of organizedlabor in national politics in the 1930s was not matched by broad success in the states. Organizedlabor and left-wing politicians pushed for monopoly state compensation funds, arguing that the reduction in operating expenses and lack of profit would provide funding for enhancing coverage and benefits. For urban historians, the relationship of organizedlabor to machines is a secondary problem compared to their relationsips to immigrants, business, and their opponents, the municipal reformers. One impetus came from organizedlabor. As the logic of negotiated segmentalism or "unionized welfare capitalism" would predict, employers and organizedlabor have both benefitted from and defended tax expenditures on employment-based private welfare. Because organizedlabor strongly supported the adoption of generous workers' compensation programs, we expect that states that were more strongly unionized adopted programs more quickly and with more generous features. Monetary policy was not a field in which organizedlabor was a recognized player, yet policy-making in that field displaced collective bargaining's authority to determine the distribution of income. These reached to the heart of how labor officials understood the institutional setting within which organizedlabor functions, specifically to their understanding of postwar labormanagement relations. They were convinced that significant - perhaps decisive - support would be forthcoming from the business community if organizedlabor took what they perceived to be the moderate position on health-care reform. It cannot be the final explanation because the political success of organizedlabor depends on outside features of its environment over which it has only marginal control. In taking this stance, organizedlabor conceded some important political and intellectual ground to business in several key areas related to the competitiveness question and broader economic issues. Likewise, the effectiveness of the strategies adopted by societal actors, such as organizedlabor, are not determined in isolation but depend upon government preferences and policy choices. It not only committed organizedlabor to a new stance on health-care policy, but also ultimately affected how it interpreted and responded to the new political economy.
