If there is a government policy that allows the decentralized economy to achieve the constrained planner's allocation, then it is the optimalpolicy choice. Optimalpolicy under adaptive learning displays some similarity with optimalpolicy under commitment in the rational expectations setting. Figures 1 and 2 illustrate the time-consistency problem of the optimalpolicy under commitment. It was demonstrated that the optimalpolicy depends critically upon the efficiency of the judiciary, as defined by the prosecution rate. The optimalpolicy and corresponding steady-state throughput were obtained using the policy iteration algorithm. Consequently, we performed two sets of numerical experiments aimed at determining the structure of the optimalpolicy for systems with three unreliable servers. Moreover, this optimalpolicy corresponds to the public investment ratio that maximizes growth. In practice the updating is stopped when the changes become very small and the corresponding optimalpolicy does not change. In particular, the nonexistence of an exact optimalpolicy stems from the fact that discount window loans are a perfect substitute for cash reserves. In an optimalpolicy, these actions are optimal, such that the value of the state history generated by that policy is maximal. We will show that the optimalpolicy should have the fastest server as the flexible one. Figure 2 shows that, in this case, optimalpolicy smooths the short-run costs over time by taking a gradual approach to disinflation. We see that the optimalpolicy is switching between stations 1 and 2 three times, so it is not characterized by a single switching curve. When the servers are generalists, we were able to completely characterize the optimalpolicy in almost all cases. Our results indicate that, for these systems, the structure of the optimalpolicy remains unchanged when the servers are subject to failures. This is not an argument that they constituted an optimalpolicy mix. However, an optimalpolicy for controlling the district heating network cannot only rely on the value of the outside temperature. When the stepsize is 0.20, it cannot converge to the optimalpolicy. We investigate the properties of this equilibrium as well as the optimalpolicy question in the next section.
