Another important similarity between positivists and cultural nationalists was the belief that societies were natural organisms rather than creations of autonomous, free-thinking individuals. Thus, the break between the cultural nationalists and previous generations was not as complete or profound as the former proclaimed. Flemish nationalists had failed to realise their goal of the full communitarisation of education. In each instance, the extremely broad formulation of national power provoked critical comment, even from some noted nationalists. The main fighting force was from some of the tribes, and the leadership came from a sector of the senior religious leadership in the shrine cities and from secular nationalists. Similarly, national movements tend to develop simultaneously; they are often formed in relation to rival movements (rather than in the isolation that all nationalists fantasize about). On the one hand, they were the first generation of indigenous nationalists - proud of their country considered as a ' nation ', on a world stage shared by other nations. Hardline nationalists in some towns tried to organise a boycott of these displays and although some of them met with a measure of success, often such directives were ignored. I, however, detect no such connections between nineteenth-century federalism and the cultural nationalists. Special concern for one's fellow nationals, for instance, is often invoked by real-world nationalists as one reason why the demands of global justice must be limited. While nationalists of every ideological hue celebrated this economic demarcation, the less emotive civil servants were left with the thankless task of pursuing this policy to its logical conclusions. On each side the effect is of a similar magnitude but takes a slightly different form: a dramatic, one-step effect for nationalists; a more incremental effect for unionists. On the other hand, in contrast to nationalists, civic patriots believe that the value of national identity primarily lies in its contribution to sustaining feelings of solidarity between all citizens. In fact, the military elites and the religious nationalists battle over the political culture of the country. With a lawyer's concern with precision he was nervous at what he saw as the generalities of the plan and its unexplored assumptions about the response of the nationalists.
