For all of these reasons, we would expect broad and vigorous resistance from the labourmovement to these reforms. The initial chapters cover developments in the labourmovement within a national and global perspective. Let us finally look at the third area of our comparison: labourmovement culture. There was nothing like a converted left government to destabilize the labourmovement and stifle protest. The unshakeable democratic and reform-socialist tradition that we represent has set an example for the international labourmovement. At the same time it has precluded the threat of breakaway unions as a threat to established elites in the labourmovement. For years, opposition labour lawyers and economists had worked as advisers to the labourmovement and helped to elaborate many of its demands. The organized labourmovement was slow to adopt a strategy to cope with the social crisis. The government also argued that changes in the labour code were not an effective means of strengthening the labourmovement. Where the labourmovement does not intensely oppose a particular policy, it is unlikely to take dramatic measures to block it. As a result, we would not expect the labourmovement to vigorously oppose these reforms. The proposed structural reforms, with the exception of the pension reform and the labour reform, typically met feeble or fragmented opposition from the labourmovement. The labourmovement has little political clout in some regimes, especially exclusionary authoritarian regimes. Women, when they were considered at all, were often expected to play a negative role in the labourmovement. The strength of the labourmovement was enhanced by their participation in the nationalist movement. Improved education could also mean increased possibility of off-farm work and/or flexibility of labourmovement from rural to urban areas. Thus, the doyen of high fashion and the lion of the labourmovement were not quite such an odd couple after all. Social movement activity was divided between labourmovement activity and all other activity. Finally, the power of the labourmovement had grown as manpower became an increasingly key resource in the war effort. The labourmovement had long recognized that work was not merely a site of economic activity but also one of political and ethical significance. The proposed levy to finance the pensions led to mass action by the labourmovement. This was a turnabout in old commitments with the domestically oriented industrialists (usually, non-diversified single firms) and the labourmovement. I missed seeing more attention paid to the labourmovement. Ironically, the very socio-political force that might provide the basis for such an effort is the labourmovement. The labourmovement has typically opposed most of the recent reform measures, but it has not opposed them with equal vigour. It constrained the labourmovement from growing and restricted its activities. The year 1960 marked at once the high point of the labourmovement and the beginning of its rapid decline. Collective bargaining and the wage-price spiral certainly did not inaugurate a phase of happy consensus between leaders of industry and the labourmovement. It is argued that this literature focuses excessively on the political strength of the labour movement and ignores the intensity of labour's support for or opposition to particular policies. Such an approach, as we have argued elsewhere, has a number of implications, not least that the labourmovement could continue to determine strategies and tactics independent of corporatist rules. It is argued that these features influenced the character of the labourmovement which developed in the late 1940s, a time of urban growth, rising prices and, initially, labour shortages. These tendencies are especially seen in the sociopolitical tensions between a radical working class and a state that is concerned with the containment of the rising labourmovement. The second comprises measures for labourmovement activity and other social movement activity. The reason for this difference is the fact that bourgeois parties suggest moderate policy reforms, whereas the labourmovement primarily calls for radical changes in social policy. Unions of state enterprise workers did aggressively oppose the privatisation of state-owned companies, but they failed to gain the support of the labourmovement as a whole. As noted above, in some countries, the labourmovement may be so politically weak that the intensity of union opposition to reform will be largely irrelevant.
