Both titles have, however, emphasized their internationalism, in the spirit of the original project. Liberal internationalism thus takes nations for granted - indeed, it creates the nation form. First, as the university's participants often stressed, their internationalism was an outgrowth of their wartime experiences of persecution and displacement. The internationalist ethos of antifascism - or, more cynically, the myth of antifascist internationalism - became a central element of the university's self-image. They were not isolationist but their internationalism did not go as far as belligerency. Readers are asked to identify with the good humor with which this recruit has accepted a mixture of internationalism and regionalism. Factors in addition to 'altruism' or 'internationalism' make contributing states more disposed towards peacekeeping dispatches. All of these take place in a political culture riven by tensions about the nation, national identity, cosmopolitanism, internationalism and multiculturalism. To my mind, that sentiment is crucial to critical internationalism. The university's proponents defined it as a new kind of educational institution, dedicated to reviving humanism and internationalism. Both themes reveal the constraints on strategic thinking to advance regionalism synchronized with internationalism. They feel that there is now a greater chance of securing the utopian aims of liberal internationalism in the contemporary environment of international normative consensus than ever before. According to liberal internationalism, the world consists of discrete nations, and the maintenance of good relations between them is the basis for improving relations among individuals. All four papers in this section dwell upon the implications of local conditions for universalism in science: how pronounced must a national style be to threaten internationalism in science? Aside from the sheer novelty of its material, perhaps the book's most invaluable and refreshing feature is its internationalism, which stems directly from conditions within the region studied. He sees the historical distinctiveness of this period's dilemma of nationalism and internationalism as being attributable to what he calls the "ideological weight" of anti-communism (p. 222). The university's internationalism can therefore be read as a calculated effort to reframe this wartime compulsory community as a voluntary community based on commitment to international co-operation. I then turn to examine its ideas on nationalism and internationalism, the reconstruction of higher education and the role of the intellectual in the post-war world. The next chapter, on internationalism and abstraction, makes interesting connections between the adoption of abstraction and the technological development and intellectual disillusionment following the 1967 war. The nation would not again revert to economic nationalism but would on the contrary take the lead in the spirit of economic internationalism. Music education is now charged with obligations as a result of internationalism, and with a role in resisting the homogenising forces of globalisation.
