However, when droughts are rare and floods more common, then the selfish use of floodcontrol infrastructure by the controlling nation generally confers benefits on the downstream nations. Since much of this research has focused on water management for consumption and agriculture, other forms of water management-namely, for drainage and floodcontrol-remain poorly understood. Halls' results suggest that floodplain fish productivity is reduced by as much as 50 per cent due to the floodcontrol structures. This is because floodcontrol structures erode the floodplain nursery and feeding habitats of river fish, although the extent of this effect is not well understood. Halls (1998) finds that floodcontrol structures not only reduce fish production because they reduce the area flooded, but that they also reduce overall fish productivity.
