Once in place, such expansionary systems were destined to face cutbacks in one way or another. Government came under pressure to adopt expansionary measures and decided to relax both monetary and fiscal policy. By the same token, politicians who choose restrictive fiscal and monetary policies over more expansionary alternatives are not necessarily defying the laws of political gravity. The latter therefore became impervious to foreign threats and thus were encouraged in their expansionary ardour. This occurs because the built-in benefit decreases are roughly offset by the expansionary benefit changes that are also included in the plan. That is, whether a positive shock to demand (say, associated with an expansionary period) generates greater or lower productivity growth is not clear-cut. The same also occurs when an expansionary monetary policy is accompanied by a fiscal contraction. This implies that an expansionary fiscal contraction is more likely if the contraction is brought about by cuts in transfers. Another strategy would be to classify a period that is both expansionary and contractionary as either a contraction or an expansion. The net effect of the redistribution will then have an expansionary effect on aggregate private consumption. It was to be denoted the expansionary fiscal contraction hypothesis. Evidence of political manipulation would be a departure from the trends in an expansionary direction during the relevant pre-election periods. These studies have not explicitly focused on expansionary fiscal contractions. An expansionary period is the outcome if the fiscal deficit increases. These expansionary policies in a strategic part of the real economy were coupled with large fiscal deficits. Nominal wage inflation is evident by the positive response to expansionary demand shocks in 29 industries. Not everyone is persuaded by the 'expansionary fiscal consolidation' thesis and some studies suggest that restrictive public expenditure regimes do exacerbate social tensions. It seems clear that policy should be expansionary. For the remaining industries, the negative response to expansionary aggregate demand shocks is generally insignificant. This exerts an offsetting expansionary effect on output. Indeed, it is conceivable that an expansionary fiscal policy could move the macroeconomy back to its optimal scale. Clearly under these conditions, an expansionary fiscal policy is inimical to the well-being of the nation. Asymmetry is captured by the difference in the response of the profit markup to expansionary and contractionary demand shocks. By studying different fiscal policy instruments, while allowing for asymmetric effects, we can in greater detail investigate the causes of expansionary fiscal contractions. A characteristic response to an expansionary monetary shock is a sharp liquidity effect (a drop in short-term interest rates) and a persistent output expansion.
