As people lacking a fixed residence, they could easily be assimilated to a range of suspect categories, namely that of the homeless, the unemployed and even the administratively exiled. Indeed, national research on exiles is not only characterised by a great quantity of studies, but often also by the great quality attributed to the activities of exiles. Clearly, when contemplating a return home, exiled organisations consider not only their potential physical and political viability, but also the tangible benefits which they enjoy from abroad. The cultures of intimacy function to discharge needs in 'non-contemporary' pockets of society, in spaces lacking change or renewal, in exiles lacking historical or social co-ordinates. A critical politics of mobility and transnationalism, grounded in longitudinal ethnographic studies, could break open the term and more sharply distinguish among migrants, ethnic minorities, refugees, exiles, and diasporics. Moreover, legitimacy was rarely the crucial element in the success of exiles. In international politics, most exiles were cards, not players. Although there have always been scholars who have treated the subject in a more critical way, most studies seem to rate the exiles very highly.
